Migration Skills Assessment Pathway

If an engineer wishes to migrate to Australia, there are six Migration skills assessment pathway for application:

1. Accredited qualifications
   • Australian Qualifications
   • Washington Qualifications
   • Sydney Accord Qualifications
   • Dubin Accord Qualifications
   • Other Recognised Qualifications
2. Non-Accredited qualifications/ Engineering Managers
   • Competency Demonstration Report (CDR)

You are required to apply online for an Australia Immigration, choosing the Migration Skills Assessment pathway relevant to your membership eligibility. Please ensure that you check the accreditation status of your qualification with the relevant signatory. Applications submitted under the incorrect pathway will not be successful.

• If you have Australian Accredited Qualifications, choose the Australian Qualifications pathway;
• if you have Accord Qualifications, choose the Accord pathway;
• if you have been through a Stage 1 Assessment, choose the CDR pathway.

The Migration skills assessment pathway are shown in the diagram below:

1. Accredited Qualification

Qualifications based in a signatory country can be considered further to be accredited under the Accords. Only qualifications completed in or after the year in which the country gained full signatory status to the Accord can be considered further to be accredited under the Accords.

a. Australian Qualifications

The Australian Engineering Qualifications application pathway is used for migration skills assessment by the graduates of accredited Australian engineering programs. Applicants with accredited Australian qualifications obtained offshore must provide English Language Proficiency test results such as IELTS^TM, TOEFL iBT® or PTE ACADEMIC.

The Australian Engineering Qualifications application pathway is also used by the graduates of recognized Australian Associate Degree or Advanced Diploma programs for migration skills assessment looking for Engineering Associate category of occupation.

b. The Washington Accord

The Washington Accord considers only the qualifications publicly listed as accredited by the relevant signatory for recognition. For the relevant signatory, the title of your qualification and the title on the published list of accredited qualifications must be same.

Accreditation applies for qualifications completed in or after the year in which the relevant organisation acquired full signatory status to the Washington Accord. Provisional accreditation is not adequate for assessment under this pathway.

The qualifications which are generally comparable to an Australian 4 year Bachelor degree in engineering are the minimum academic requirements for an assessment through the Washington Accord.

c. The Sydney Accord

The Sydney Accord considers only the qualifications publicly listed as accredited by the relevant signatory for recognition. For the relevant signatory, the title of your qualification and the title on the published list of accredited qualifications must be same. Accreditation applies for qualifications completed in or after the year in which the relevant organisation acquired full signatory status to the Sydney Accord. Provisional accreditation is not adequate for assessment under this pathway.

The qualifications which are generally comparable to an Australian 3 year Bachelor of Technology degree in engineering are the minimum academic requirements for an assessment through the Sydney Accord.

d. The Dublin Accord

The Dublin Accord considers only the qualifications publicly listed as accredited by the relevant signatory body for recognition. For the relevant signatory body, the title of your qualification and the title on the published list of accredited qualifications must be same. Accreditation applies for qualifications completed in or after the year in which the relevant organisation acquired full signatory status to the Dublin Accord. Provisional accreditation is not adequate for assessment under this pathway.

The qualifications which are generally comparable to engineering degrees accredited by the representative body of the signatory country.

e. Other Recognised Qualifications

In order to facilitate the recognition of French degrees in Australia, there was an agreement between Engineers Australia and the French Commission des Titres d’Ingénieursin February 2019.

This agreement applies to the holders of a French Diplôme d’Ingénieur completed in or after 1970 and listed in the Journal Officiel de la République in the list of institutions habilitated to deliver the title of Engineer for the year of completion are eligible for an assessment via the recognised qualifications pathway. When applying online, eligible applicant must select the pathway “Washington Accord” and follow the instructions for this pathway.

2. Non-Accredited qualifications/ Engineering Managers

A Competency Demonstration Report (CDR) is required for the applicants having non-accredited qualifications. The applicants must demonstrate the undergraduate qualification and graduate competencies in their CDR report. The CDR report must contain the documentary evidence of the core technical engineering knowledge supporting the nominated occupation and the demonstrated application of that knowledge in the nominated occupation.

There are lots of things that need to be considered before CDR Writing. The applicant needs to go through Migration Skills Assessment booklet and follow the guidelines given in it. To make it easier, we have provided CDR samples for all the engineering discipline. You can use it for reference purpose.

Your CDR will be assessed against the graduate competency standards and the ANZSCO Code definition of the occupational category nominated by you.
